grab nca of octo expansion -> decrypt with title key -> extract romfs -> load as mod
sounds stupid, but it managed to work
Splatoon 2 isn't region free. If you buy the game (or the DLC) with an EU account and then search for it using an US account, it will be shown as not purchased yet.
That said, I'm not saying you're lying (even because I'm new here and don't know anyone). Just wanted to point that out.

I know. But it's possible to change the account's region after that splatoon intro was already loaded. And no one would know. Again, not saying u are lying. I just want to point out what is possible to do.

If I'm remembering it correctly (because I already did it some time ago), it only would've say something if u had try to enter a lobby (then u would need to enter your password again).
But anyway, If I continue with it, it will seem that I'm doubting you, and I don't want it (even because it's not really the case). So, let it go.

If we are talking about that, I mean actually getting the .nca of the octo expansion... without using cdn. I have it bought but I don't exactly wish to risk getting myself banned over downloading dlc I already own.
Yeah only way would be to dump it from your Switch. But there is no homebrew to do that yet.
