Convert PNG to WIndows icon?

As per the title, I made this icon for use in a program I am making but how to convert to ico without the ico file having strange coloured edges? I tried using online png to ico converters but they all seem to make the edges of the icon have weird pinkish colours and not render properly. Is there a good offline windows tool for this that will keep the png as is but just reduce the size to windows icon size and make the ico file properly?

Try Gimp or Photoshop? You can rename the file to .ico and resize it as well.

I've got an older version of photoshop (2019) but you need a plugin for icon files. I just downloaded a program called icofx (from a dodgy russian site) which seems to be working, preferably I'll find the photoshop plugin I need as I prefer to use that. Thanks.

Geez, why use some "dodgy" plugin when there are other options?

If you're comfortable with CLI, you could just use ImageMagick something like this. I'm fairly certain this is the same icon format desktop icons use.
