OH I FINALLY FIGURED IT OUT!!!
Launch your 3DS emulator and Cheat Engine, on Cheat Engine, Search for your Mii name (make sure to check UTF-16), on the 3DS Emulator, go to the menu that lets you make the QR code, on both instances that have CFOG very close to them in Cheat Engine, go to the byte 12 bytes before the first letter of the Mii name, change the first nibble of it to 1, on the 3DS emulator, press the OK button and pause, then change the first nibble of the after-mentioned byte in cheat engine back to 9, and resume the 3DS emulator, You should now get a working special Mii QR Code!
I attempted this with Sarah, your 3DS should see it as a special Mii.
