Taking the incidence and survival rate into account that would be <1.000005 heads per capita, however, do conjoined twins only count as one person?

Which is why I said it depends how you define the terms

An interesting conundrum is how to deal with the case of conjoined twins when only one commits a crime (what to do about incarceration - some interesting case law there)

I don't think there is necessarily a right answer

If one of them commits a crime the other one is automatically an accessory for not stopping them?

EDIT: There is a scene from Hitchhiker's Guide to the Galaxy where Zaphod Beeblebrox has a birdcage over one of his heads pretending it's a parrot, and I wanted to suggest that as a method of incarceration, but I can't find any pictures of that to post here. The internet sucks.
