Nope, not all of them yet, likely because of the hefty DMCA takedowns.

EDIT: Yes, several others in-fact; although, I'm not going to tell you where to get them, but I can say which games are dumped as of this time of writing.

The list of games are as follows, which have been confirmed as dumped:
  • Dragonyhm
  • In The Dark 2
  • Patchy Matchy
  • Project S-11
  • Tales of Monsterland DX
  • Tetris
  • Toki Tori - Ultimate Edition
Most of these games are available for purchase digitally on Itch or some other storefront directly from the developer. You're stealing games from solo devs that are barely going to make anything on these games as it is. It's kinda gross. I can understand not liking Palmer Lucky but if you can't throw these devs the $5 to $10 they're asking for the digital versions then you probably just shouldn't play them. Just saying.

Had a look around and this doesn't seem to be the case bar exception, please correct me if I am wrong.

Dragonhym- Modretro exclusive and sold out

In the Dark 2- Free

Patchy Matchy- Can't seem to find other than modretro:

Project S11- re-release:

Tales of Monsterland DX- Modretro exclusive

According to the dev:
Thanks so much for your patience and for continuing to ask about a digital version, I really do appreciate it. To be upfront: when Tales of Monsterland DX launched, I’d been told digital was on the cards and would follow, which is why I reassured you it was coming.

I’ve only very recently been told by the publisher that their plans have changed, and they no longer intend to release digital versions. I know that’s disappointing, it’s not the news I wanted to share after a year of saying ‘soon!’, I was simply passing on what I’d been told at the time.

I’m really glad the game got a physical release, but I absolutely hear how much players wanted a digital option. If that changes with the publisher or once my contract ends and I’m able to offer it myself, I’ll post an update here, or if you’d like, feel free to drop me an email and I’ll make a note to let you know directly when that time comes.

Thanks again for sticking with it and caring about the game. It really does mean a lot.

Chromatic Tetris- you have to buy the bloody console!

Toki Tori Ultimate Edition - again seems to be exclusive

I'm not condoning piracy, but I think it's stupid in this day and age to not just offer the ROMs legally.

The developers deserve money as well. If I like a game, and is worth playing, then I would buy it digitally and give them my spare change to appreciate their work. I do not dis-credit them, or condone piracy, just because they want their games on a product, like the Chromatic. But one thing that bugs me, is that, it's a shame that *some* exclusive games aren't made available digitally.

And, just for curiosity; if their games are sold at a markup on cartridges from ModRetro, do they even get a cut of the profit, or does it go to the company?

I don't have any solid evidence either way, but I assume the devs get most of (if not all of) the sales profit for the games.

If I'm reading the description right, it runs on the GameBoy Color too, so it's not technically an exclusive? You just have to have a GBC-compatible device, there's a bunch of those available.

I meant exclusive to modretro.

Technically Dragonyhm is not an exclusive, its also available (or at least was) on incube8. If you use the waybackmachine, you could pre-order the digital/rom only version.

Is there still no way to just buy the Tetris ROM? I don't want the handheld, I already got a Miyoo Mini+, I just want more Tetris.

I found a v1.1 ROM somewhere random but ideally I'd love to have the latest one and I'd even be willing to just buy it for a few bucks.
