changing wii u gamepad region, is this safe/safest or up-to-date method?

I have a gamepad on the way and was wondering if there are any common risks with this process:

Also don't know if this is recent information or outdated, so just wanted to see if anyone confirms, or suggests otherwise.

As it says at the top you don't need to do this anymore. As with any firmware flashing there is always a small risk.
