Done and done. It took me longer than it should have to realize that "SaveMii Process Mod" was actually a different iteration of SaveMii and not just "it's SaveMii WUT Port, but as a Wii U tile app". I apologize for being so literal-minded. JNUSTool also worked without much trouble (I don't know how to port the encrypted files into installable apps, but that's a project for another day).
So, my Wii U is no longer in a half-dead state, and now that that's been resolved I was able to set up Pretendo with no issue. I'm willing to say this case is closed. Thanks for all your help!
