Can I use external WiiU on another WiiU if I re-encrypt it ??

I have a very dead WiiU which is NOT recoverable but I do have all the files backed up for nand etc.
Also I have a decent external drive with which is filled with games etc.

Now if I get another WiiU can I basically decrypt the drive and re-encrypt it to the new WiiU/Nand?

Any ideas?
 
Yes, but the games, updates and dlc installed won't work, as the new Wii U is missing the tickets. If you transfer your NNID to the new console your downloaded games might work.

Alternatively, you could use dumpsterU to dump your saves
 
The answer is yes, but all the data will get deleted.
Did you try that or is it your presumption? And if so, what is necessary in order to achieve this? My thinking was that the other console just needs to have aroma on it, because the ticket should be inside the game dump on the hdd.

This:
The encryption key is different for each console.
The tickets get installed to the SLC
