Hacking Emulator Issues with SNES9xGX and FCEUGX

I am currently having issues opening certain roms and creating saves, both in game saves and save states alike. Both issues began after deleting the save data of Dragon Quest 1 and 2 for the SNES specifically, immediately after trying to open ANY dragon quest game (both nes and snes) resulted in either emulator being unable to open the rom directory once trying to return to the main meu (despite being able to open the directory and specific roms on startup). Figured I had corrupted some file/folder and did multiple scans of my sd card just for it to come up clean, have re-formatted card multiple times, checked to see if folders were somehow read only - nothing has worked. I really do not understand what the issue is but the card itself does not seem to be it. Strangely enough no other game will give me issues returning to the roms folder, only dragon quest games (however saving is still nonfunctional across the board).

I am beginning to wonder if it is an emu problem, but seeing as they have both started having issues at the exact same time I am skeptical. I am constantly getting "Error creating file!" and "Error opening directory!" popups, which is why I thought it was something wrong with the card initially. Interestingly enough if I get the error where it can no longer open the rom directory, and I go to settings to try and type in the right path, regardless of what I type I get a string of gibberish symbols and letters at first - which I can then delete and enter the path correctly. I have no idea if this is related.

This is all very unfortunate as I have been wanting to gather some dragon warrior footage for a youtube video Ive been writing lol, go figure this had to happen right now. My leading theories right now are that I've screwed up the pathways/or corrupted some key file on my sd card, or I have screwed up both emulators at the same time somehow. From what I can tell tho all the pathways should be correct... I'd really appreciate it if you all could give me some feedback on this, I feel like I've exhausted every option and just dont know where to go from here. Thanks in advance!

I can tell you the only time ive seen those strange characters when trying to name a folder were related to a broken sd card.

basically my sd card was deleting certain files or naming/re-naming folders by itself. also had a wierd issue where snes, gba,sega worked but nes never worked. I tried different versions of the fceugx program untill i replaced the card and it worked no matter what version of the program i used.

windows error checking/fix/scan option falsely claimed the sd card had no issues. on pc everything looks good i could see my files. but when i put the sd card in the wii id see those strange characters you have as folder names and some things didnt work.
 
I am reviving this to point out that even since the last 2 official versions of fceugx, i been getting random StackDump crashes whenever i load a 2nd or a 3rd game, i double checked and IT IS NOT that the Romfiles are corrupted, i tested them on RA-Frankenstein and they run fin (Super Pitfall 30th Anniversary).

My USB is a Kingston 64GB.

I had a couple of times when Emgba and Snes9xRX half and sustain on lock and had to unplug the Wii's power chord a couple of time, particularly during saving states sometimes, i dunno if the USB has been corrupted during those incidents, (IT HAS happened to me before to the point of entire thumbdrive corruption to need to reformat)
 
remove setting xml file then it will load default setting.
