There are, in fact, tools capable of extracting data directly from a game's ISO file, including textures. However, finding reliable tools for this can be difficult, since each ISO is structured differently.

The real challenge lies in the hashes (the texture identifiers). These hashes are generated by the graphics card while the game is running. The emulator reads these hashes and creates texture dumps using them as identifiers, allowing it to know exactly which texture belongs to each part of the game.

When textures are extracted directly from the ISO, those hashes do not exist. Because of that, whether you want to or not, you still need to play the game so the textures can be captured with their correct hashes.

In practice, the main reason to extract textures directly from the ISO would be if you plan to modify them and later recompress them back into the ISO itself, allowing the game to use only the modified ISO without relying on external emulator texture dumps.
