I'm willing to bed that because it's in a city, many assets are recycled, keeping the size down.

At least the file size pretty much confirms my worst expectations. Not much environment outside of the city.

This looks more and more like the game is just a cash grab leeching off of its predecessor's success, while doing the exact opposite of what made it good in the first place.
