    FBI on Homebrew wont really work as fbi doesn't have access to most of the data in the 3ds. Like what Stephano said, you'd be better actually hacking your 3ds. Its a bit harder than homebrew but its worth it. Just research, don't watch video tutorials, and stick to 3ds.guide.

    Homebrew FBI on Soundhaxxed 11.3.0.36U?

    Soundhax wont do. You need CFW for this. but luckily 11.3 (the one your one) CFW is supported. 3ds.guide is the best way (in my opinion) to CFW your device. Minding that its harder than soundhax and could lead to bricks if you don't follow the guide correctly (rarely though)
