    After some comparison. I think the update that was stuck installing is v1.03.1086-2 (I compared them by file size). When installing the update, it freezes exactly at 25.92% every time. This reply just provides more details, but not a solution.

    I finally figured out what is causing me this problem. Turns out Homebrew only not run when external FIRMs and modules are enabled in Luma3DS settings. Therefore, I went and checked the luma/sysmodules folder and I found a mysterious .cxi file. I deleted that and now everything works.
