I've used Windows 10 for quite a while after switching back and forth from 7 and 10. It's pretty enjoyable, but the first thing I do is download ShutUp10 and disable the data collection stuff. That shit is weird.

Yep. Use Checkpoint or JKSM. Just backup the save from the CIA, put the cart in, and then restore the save to the cart. Hacked games are basically the same as normal games, so it'll work just fine, (just backup your cart's save data!)
Yep. The TitleDB function in FBI lets you download various 3DSX (Homebrew launcher) and CIA (home menu apps) apps straight onto your 3DS. It does require CFW, however.
Although you can get banned for having Homebrew and CFW and all that, you're most likely to be banned if you cheat online.

Nope. Even if you could run the Homebrew Launcher from NAND, which I don't even think is possible at the moment, you wouldn't be able to copy it over to the NAND because your SD card reader is broken.
