Restore keys from prod.keys. for a complete reset.

At first, I have no initial backup of eMMC.
I have cleaned sys-nand. But when I am trying to create a new account I get "Error code 2123-0011". Which is not a ban.
So I am trying to restore keys from the old prod.keys backup.
Please help me to understand how could I apply the entire prod.keys to sys-nand.

Doesn't this relate to prodinfo blanked by either Incognito or exosphere? Or generally speaking due to a blocked connection to the Nintendo servers?

I do not know the entire history of the console.
But the incognito was used for sure. This one /blawar/incognito at github (I can not post a direct link). I restored the prodinfo. So the serial number is available.
Also, I have tried the manual configuration of DNS with 8.8.8.8.
Probably you have some suggestions on what could be the reason or how I could debug to find it?

I have fixed the problem. I have just used old backup from /blawar/incognito with the new version of Incognito_RCM.
