Yes. I remember there was a code just like this back in Pokemon Diamond and Pearl from 2007. It should be the same mechanic.

You gotta dig underground for them. You can buy them with the Mysterious Shards S and L. (You can get these in PkHex as well if you edit your items)

are you sure? reuse radar will make chain becomes 0, you could see that if you have the poketch app

No i'm Not Sure but seems to Work.
So i use the Radar whit Key Press and it Shows 999 in the App. And for the Other People Works too.
If it doesn't Work for you, use the Code whit Button Press.

I would like to catch the three Legendaries Kanto birds and Lugia legittely myself, but I would need a Savegame with an unlocked Ramanas Park and for that the pokemon league has to beaten as well as a completed sinnoh dex is neccesary.

probably one or more cheats are broken your game. try delete from the file any cheat you dont like to use or make a new file and put one by one until you found the one causing this issue ou until you get satisfied xD

i know its not legit, but, why not edit a save with pkhex to unlock those events and then you catch your legendaries "legittely" ? xD

In theory you'll get the same result, but, will not waste ur time
