What do you mean with "complete"? League defeated? All Pokémon caught? You can set it as complete with PKHEX.
Here's my save:

The complete means 100% - it means all legit Pokémon caught, all gym badges, Elite Four finished, all side quests finished and all endgame finished.

I think it would take while and due to lack of legit Pokémon data, I ended up to create illegal Pokémon that I have no plan to play online, but I will fix if legit Pokémon data is available.

1 - when I use this code and fight against normal trainers or wild pokemon, I have no problem, but when I fight against gym leaders or my rival, even their pokemon life is not reduced.

2 - how does it work [Perfect IV (Press L) 1.1.1] ??? is it effective on wild pokemon when they appear and then get caught? because if so, it seems to me that it does not work, then checking with pkhex.

No matter what I try with the diamond one (it's matched to the correct version), I keep getting "Cannot start game due to an error". Deleting the content folder for DIamond lets it boot again. Any idea how to resolve this?

This is 1.1.1, if it matters. Used the one the OP says is for 1.1.1.

There's nothing to trigger even in 1.0, the Hall of Origin location isn't in the game.

Don't do the glitch, use PkHeX to do it clean.

Are these cheats region specific? I think the ROM is the same across all regions but choosing your language at the start may change the region internally or something. I choose Japanese instead of English on mine, and when I try these cheats with Edizon it doesn't even recognize them, I get a message that says "there are cheats for this game, but the region doesn't match" instead.

Unfortunately no. the item wasnt in 1.0.0 it was only the sprite. and even so the arceus event like the others was actually broken and did not work.

Sorry if this has been posted somewhere, but I've been looking for a list of specific encounter codes. I specifically was looking for a code for vulpix/growlethe. Really glad they made these two available but no idea why they made it so they had to be post game.
