Talisman Rarity affect its skill point and slots.
In this case, on your Talisman. The paralysis Resistance skill has one point. Talisman Rarity 7 should be able to have Paralysis resistance up to level 3 (max) while lower rarity talisman could only achieve lower level.
This is why we need the talisman editor because eventhough it has a great rarity level, it doesnt mean usable.
Level 7 Talisman also has secondary skill and generally more decoration slot.
in your case, it has no deco slot eventhough it is level 7 Talisman. Take a look. This is one of my talisman. It has two skills, two points each and two decoration slots.
Is there anyway to modify the skill itself. For example, change Recovery Speed with Ammo Boost. And andd its point from 2 to 3.
Some of the best skill, lets say Weakness Exploit, Razor Sharp, Ammo Boost, Handicraft, etc could only be added via Talisman.
