Unfortunately It depends on certain flashchips within the flashcart as written in the issue tracker on github.

You're going to need a DS lite/phat or an already hacked 3ds to flash ntrboot to them anyway so just get one of those, if you have one, to test. Or, buy a pre-flashed cart ex: https://nds-card.com/ProShow.asp?ProID=574
