Hacking 3ds dev unit ssl error

I have recently acquired a 3ds dev unit and am attempting to hack it with cfw. I now need to use a website to activate the safeB9SLauncher.dat file, however, I am unable to. Nearly any site I go to spits out an SSL connection error (012-1004). My clock is accurate, so I simply do not understand why I can't connect. Is there a solution to this?

Perharps your problem is associated to another thing. Delete the history cache and the cookies of the console web navigator and try again with that web. Also check for the SafeB9SInstaller.dat file on the root of the console SD card

I've narrowed the problem down to the "s" in https. Any website with https can't be visited. I tried removing the s, but that just locks up the 3ds before I even reach the "safeb9sinstaller.dat is loading" appears

Dunno exactly, but sounds like the web navigator perharps wasn't downgraded.

Better wait for more help about... If finally nothing works, you'll must follow the ntrboot method then

Is there a way to check what version of the browser should be on which firmware? It says the browser version is 1.7567. On a similar note, is there a way to check if the firmware has downgraded successfully? It seems like it did, but the settings just says 0.0.0-0U

I only found this wiki about 3DS dev unit systems, but sadly there's no (exactly) information about versions of any system title (unlike the retail ones)

I probably should just go for the ntrboot method. Problem is that its going to take 3 to 6 weeks before I get the flashcard, assuming it even works on this 3ds.
 
Ntrboot works on dev consoles, you probably just need to flash devkit-ntr boot9strap (or whatever you choose) to the cart.

There's been a couple murmurs of updating the panda guide but in its current state it's just super outdated and not maintained because we don't have too much information on how to mod dev consoles
