Download the update https://darthsternie.net/ps4-firmwares/

put on usb, verify the MD5 of the pup once on the usbstick. Start PS4 in safe mode, or use system> update.

don't use the recovery firmware, use the section that says official firmware. recovery firmware is only if upgrading or formatting an hdd (two options in the recovery menu itself for formatting with or without installing firmware options 6 and 7 iirc) or if something is corrupted among the hdd files.
