Since you have your movable.sed, you can open your SD card backup with ninfs. (You will also need boot9.bin, but you can dump that from any 3DS or just find a copy floating around the Internet - every copy of boot9.bin is the same.)

ninfs will decrypt the files, but after decryption you will still have to unpack the decrypted files with 3ds-save-tool before you can use the save data with JKSM or Checkpoint. (While you can use ninfs to re-encrypt them for your new SD card on your new console, you will still have to use Godmode9 to fix the CMAC of the re-encrypted file, and a few games – mainly Animal Crossing and the Pokemon games – use anti-save-restore, so it is easier just to use 3ds-save-tool.)

An alternative to ninfs and 3ds-save-tool is save3ds, but it is not easy to work with as it has no GUI. (But then, neither does 3ds-save-tool.)
actually the file your talking about is for the older 3ds i use to have or does that matter?

...Yes, you would need the movable.sed for your old 3DS to decrypt files on the SD card used by your old 3DS. Isn't that kind of what you would expect?

i know that i though u knew of another way, but i dont have that system anymore....

The person you quoted said:
I think the only way to get them back is if you have movable.sed or a NAND backup, which will have the file. it shows up as SEED in hex.
and then you said "i have that", so I didn't think you were referring to something from your new system.

The only other way to get your movable.sed is if you have access to a different 3DS unit that has your old unit's Friend code in its Friends list. The Friend code alone is not enough – you need a unit that actually exchanged Friend codes with your old 3DS while it was actually operational. You can then use that unit to generate a movable_part1.sed that can in turn be used to mine the movable.sed for your old unit.
