So I've been debating on getting a Japanese o3DS XL since they're cheaper, and I have an American 2DS. If I change the region of the JP 3DS to US, would I be able to system transfer (old to old) and keep my eShop titles?

That looks painful.
There's a slightly easier but takes a lot longer variety of SDTransfer in the second thread using only GodMode9. That one is if both source and target systems are working and their
SD cards have just as much free space as the total size of the source system's Nintendo 3DS folder that's transferring or copying over to the target system.

Unlike system transfer, you can SDTransfer to any number of target systems while keeping your own library of games, eShop legit tickets, NNID, user profile, Friend List, etc.
