Try forcing that villager (not the one you want, but who you used to have and whose house you don't want) to go to your campsite (by using a virtual amiibo). I think I had a similar issue, but by doing this, the game knows that the villager who currently is at the campsite, can't be living in your island, so he must be a campist. This worked for me in order to completely delete any remain that she had been living in my island.

I don't know why it would be possible and don't know what else to try with the tools we have now

Not now, but probably with a future release of the save editor that can change the house as well. In the end, a nhv file is a simple configuration file, and can't configure something that isn't on the save editor.
I've had a total of 6 villagers move in, upgraded the community center thing, got the museum, able sisters building, had kicks show up 4 or 5 times, did 2 fashion checks with labelle, and a few other things.
Damn, the nooklings are really going the extra mile to shave that 20%
