No. flash will never happen. Roblox will likely not happen either.

also roblox i'd imagine (iirc its a PC game) is built on x86 architecture not ARM and its not old enough to be emulated sorry

Roblox is an online game and it can't even run in wine but there is an android version and maybe it can work on the switch but definitely not on the 3DS (No 3DSes were harmed in the making of this post)

It is possible to port some open source android games but you can't just run android software on the 3DS

AFAIK, HTML5 only works for videos on N3DS
