Hardware Are Switches locked to users

I’m going to be buying a used Switch, the owner hasn’t factory reset it. Will it be locked to her or can I just reset?

You can simply hard reset it. All the accounts and content in it will be deleted. As long as they didn't lock it with Parental Controls.

Simply remove the parental lock if it has one.
