CAN SOMEONE PLEASE MAKE A DETAILED INSTALLATION GUIDE

It doesn't give me the option to decrypt or encrypt and i cant open any files because they aren't decrypted yet and im not sure what pieces of code im supposed to be putting where

You need to decrypt them yes, if using the editor for that you would decrypt the amiibo .bin file, then edit the decrypted .bind file with a hex editor like HxD and then use the editor to reencrypt and restore the edited .bin for testing. Be sure to post your findings as we still don't know the combinations for the personalities and it would help a lot to have more data to crunch.

In order to get the Decrypt and Reencrypt options to pop up in the file menu you need to obtain the key_retail.bin file from somewhere, you can't ask for it on gbatemp though because of legal reasons.

I have the key and can easily decrypt the .bin files however, when i need to re-encrypt so that i can save it to a tag it does not work or does not save it

Now that I'm not busy with real life and being sick. As far as I know this thread and the research thread here on gbatemp are the only places actually doing research on the Ultimate Amiibo file format but I could be wrong.
As far as Ultimate not recognizing edited amiibos, what is the file size of one of your unedited amiibo.bin files?

the size is 540 bytes just like any other amiibo

Maybe it's being saved wrong after being edited.
Can you give me steps on how to save it correctly

3.When finished hit File - Save.
4. File - Encrypt Amiibo which reencrypts the saved .bind file back into an amiibo .bin file.

I think I'm having a problem in step 4 because when I try to re-encrypt it only gives me the option to select .bin files which are already encrypted

Just trying typing anything.bin into the save box. It shows all current bin files, if the file name is not found it will create the new file.

I originally tried that however after doind so i found that SSBU still did not recognize it as an amiibo
