Are you using ctrpf? Some codes (like the money one) don't work with Rosalina if that's what you're using.

Yeah I am using Luma's cheat menu with the retail cart.

Yeah, rosalina doesn't seem to support every type of code. Your best bet is to use the ctrpf plugin with ntrboot selector (or the modded luma if you're using a new3ds, I've had it cause freezes on old3ds when using FBI but new3DS can disable it) that worked when I tested it and other codes that didn't work with rosalina do work that way.

Forgot to tell you that the modded Luma hasn't been updated in a while and seems to be using a now outdated version of Luma, another reason I don't recommend it.

plugins do work, but since you don't seem willing to put the effort making the plugin I suggested an alternative (which could prove useful in the long run).
It's not really that hard.
Go to the link I posted in my reply to kodoku, download the action replay file, extract it (obviously), put the ctrpf plugin in a folder with the ID of the game like you would for a normal cheat plugin. Then copy the codes as posted by ymyn (replacing values where required, like for multipliers and that kind of stuff) save the txt with the game ID as the name and put it in a folder named cheats in the root of your sd card.
That's it for the PC part.
Run NTRBoot selector like you would for any cheat plugin and then load your game. You should get the usual green screen and a little black box on the top screen saying "Plugin Loaded". Then you just hit select and you should be able to figure out the rest.
