Windows .exe emulator for Android?

Isn't dosbox a regular dos emulator?
While I have absolutely no knowledge about Android, I can tell you this:

The best you can get with DOSBox is installing Windows 95/98/ME. But a phone/tablet is likely not powerful enough to emulate even an old Windows computer at a decent speed. And installing Windows 9X/ME in DOSBox probably needs time (and a tutorial).

WINE is a compatibility layer; the Windows-code is run at full speed – not emulated. WINE for Android exists. But: As far as I know, Android devices have mostly ARM-CPUs – especially phones. For ARM-devices there are not that many Windows programs. Your average x86 or x86_64 Windows *.exe will not work with WINE on a phone.
