Hacking Do I really have to pay? (also ITT: Tutorials?)

Read an article on how to activate dev mode on the Xbox One, it says that in order to do so I need a Dev Center account, which costs around $20. Is this the only way to get to run HB on the XBOne? I'm broke.

Also, are there any tutorials on how to do some stuff a newcomer to XB1 HB should know?
