I have a switch on 2.3.0 I’m looking to sell and I want to factory reset it but it wants to connect to the internet and update firmware when I try to initialize. Is it possible to reset it to factory default without updating using another method or homebrew?

If you have an update already downloaded (noted by “System update is ready” under “System Update” in System Settings > System), you can remove it by holding down the power button and selecting “Reboot” from the prompt that pops up. If this doesn't clear the update properly, try rebooting into Maintenance/Recovery Mode: hold Volume + and - while powering on or rebooting.

I want to remove the settings and user profiles not the update. I already cleared the update and it still prompts me to connect to the internet to initialize the console
That sounds like you might have the super update nag. Did you try running gag order?

It’s not the super update. The console requires an internet connection to try to remove the Nintendo IDs when you click initialize console, but once it connects it says I have to update the system to continue. I’m wondering if there’s something I can delete via homebrew or RCM that will reset the system to factory so I can bypass doing it via console.

You didn't specify earlier you were trying to unlink the Nintendo Account. Anyways, you cannot remove unlink it without connecting to the Internet EXCEPT:
  1. Calling Nintendo to un-link it for you
  2. Using the leaked DevMenu app via LayeredFS to un-link it offline. Such an app is made by Nintendo so it will not be shared here in any capacity, even through PM. However, if you do manage to find it (Google is your friend), you can follow this tutorial up to step 6 to set it up: https://gbatemp.net/threads/how-to-get-a-custom-user-icon-using-devmenuapp.508369/

I figured me saying I’m trying to initialize the console was descriptive enough. I’ll try this out and see what happens. Thank you.
 
Unfortunately I am unable to get dev menu running since I cannot download a compatible donor title without updating the console
