You wont ever be able to. That was patched as of 11.3. You need to look at another way.
if your trying for CFW your best Cheap option (w/o a JPN 3DS) is Seedminer and any of the 2$ DSiware games, Free* option would be NTRBoot (*=free in the context you have an existing ds-mode flashcart that's compatible) only real options on 11.7
