The project is not for Switch, the mod is for the Wii U version / Cemu, Nintendo Life's journalists are not exactly tech literate, they have presumably failed to do the research, or misalbed the article,

They may have jumped the gun, but presumed you'd be able to do this on a 000 cart of BotW...or maybe if they put it in the Wii U section, no one would care? Either way, I feel it will eventually become a Switch thing. Soon™.

Yep, the gaming journalists in general are not updated on modding / hacking in console scenes, the only really support stuff when they can make a sensational story:

"SWITCH HACKED PIRACY ON ALL FIRMWARE END OF NINTENDO" or trivial stuff like this, you will rarely see much else reported.
