Of course it is, like 90% of the English players have it through CFW (either pirated or just for the region lock). It's 100% safe and you can play online and everything just fine, but out-of-region games can't be updated through the official eshop, requiring either an update CIA or FreeShop to update.
XX is basically Gen with G Rank, more monsters (eg: G Rank exclusives like Fatty/Crimson Fatty/White Fatty/Chaotic Gore Magala/Lao Shan Lung and other general ones like Barioth/Barroth/Giadrome), more equpments, more skills, more pain in the ass deviants, village high rank and other stuff. It actually feels like a complete game rather than the mess that was Gen

You can just use FreeShop for it if you have CFW or find a CIA online and use something MultiDownload (it's a homebrew, if you have it) to download it, then install with FBI or something along those lines... And I've yet to get into the mood for Ever Oasis, started it, but it was so sluggish at the start and time moved really annoyingly fast (making grinding a pain if you wanted to do the daily stuff) I couldn't get into it. Gonna try again soon though.
