Gaming New 3ds Game without Nintendo Seal?

bought senran kagura burst as in "new"
today i opend the box and got this.
Used game new packed or Normal without Seal/Banderole on the Film?
The Film looks different to other Nintendo games (red Nintendo banderole)

Yes, that is a used game. No doubt. Those shrink wraps can easily be put on a game package and most retailers have the stuff available.

It's a reseal. Many resellers unfortunately do this and ali get annoyed since I wasted money on it. This is why I almost always buy a game on retail, or at least not wait a long time before it goes out of stock from major places like amazon
