As your last option, try CTRTransfer via Decrypt9

Did you try a ctrtransfer? Did you try renaming the Nintendo3DS folder as suggested prior? Removing the SD card like you said you did should do the trick however I'm not sure that the version of b9s that you have installed on the SD card is good. So try Nintendo 3DS folder renaming.

Decrypt9 always works It uses different way of installing to almost everything.

Oh and before I go, How do I read a crash dump so that I can try to solve the problem?
