that is not an answer . . . or then it only downloads icon files ? . . . that has to be incorrect as the image shows info about the title in question and not just an icon . . . so i ask if it allows me to apply the icon . . . its a simple question

Actually, it is an answer. Retriever means to retrieve. The app only retrieves or obtains the app icons, it does not replace them or apply them to other apps in any way. It only obtains/retrieves them. :/ Look up the definition for retrieve.
