So I formatted my o3ds with CFW Luma V8.1 and coming back onto my menu homebrew is gone.
How do I get it back?

But seriously what happens when you turn the 3DS on with and without the sd card?

If the boot.firm(luma) isn't on the root of the sd card put it there then follow the

If the system turns on without the sd card then you don't need to do section VI and if you've already done a nand backup you can ignore section VII.

Go into H&S and set that as your Homebrew Launcher. You don't need the .cia to run homebrew...

what about my games? , when i formatted i didnt format with my sd with all the cfw stuff on

If by games you mean the ones you got via freeshop I think you'll need to redownload them, you need to run the finalizing step to reinstall FBI etc.

Ok, I am super confused by what is happening here. What was your CFW before Luma3DS? You should still have all of your games after Luma3DS. Luma3DS doesn't reformat your system.

He formatted his system (I'm guessing by accident) when installing Luma3DS... I'm pretty confused though myself...

They were using luma on a cfw 3ds. they decided to reformat their system without knowing that when you reformat the system, even though you didn't reformat the sd card, all the things will be gone because it you know reformats the system invalidating stuff on the sd card except photos and sounds yadda yada.

Doesn't matter. When you format the system your NAND gets a newly generated unique ID. You'll be better off deleting the Nintendo 3DS folder on the root of your SD as all your games and saves are now unrecoverable. You'll have to reinstall all of your CIAs and games too.

If you don't have a NAND backup, then the games are just taking up space. Reformatting the 3DS disconnects the NAND from the Nintendo3DS folder. If you have a NAND backup, you can restore your NAND backup and regain access to the whatever games were tethered to that NAND backup.
Otherwise you can either use GodMode9 to compile all the games in the Nintendo3DS folder into CIAs and reinstall them that way. Or delete the folder and redownload all of your games.

If you don't have a NAND backup, then the games are just taking up space. Reformatting the 3DS disconnects the NAND from the Nintendo3DS folder. If you have a NAND backup, you can restore your NAND backup and regain access to the whatever games were tethered to that NAND backup.

Did you go through the system settings to format your system?
And the NAND itself doesn't have games on it, it does however contain the needed links to the games on your SD card. Basically the NAND itself does store the information to tell the system where to boot the game from and the encryption key needed to boot that game.

By formatting your 3DS, your games installed on the other SD card became unreadable. You have to reinstall your games.
