If you're talking about the possibility for a custom firmware, no. Impossible without a second 3ds 11.3 and under or a hardmod. If you want very simple Homebrew though, such as rom hacks and emulators, you can do that all be it very specific. For simple homebrew, you need either a PC running Linux capable of making a wifi beacon, a cubic ninja cartridge, a freakyforms cartridge, or an oot3d cartridge and a powersaves. These are your only options, all of which only work on n3ds atm. In my opinion, borrow/ buy a 3ds to mod and do a dsiware transfer to your other 3ds consoles for a full cfw.
