ROM Hack Custom Mii?

i was wondering if there was any way to import a model as a mii and use it in street pass and mii maker

While technically possible, that'd be client sided and extremely difficult.

by client sided he\she\it means it will appear in your console the custom mii, but in other people's console it is just a regular (or with weird settings) mii

would dumping the mii and replacing an object over it and reporting it work or wold it be way harder to do? or is it possible to edit the mii outfits
