Hardware Wifi only works with microSD management?

I have a partial internet connection which some websites work and some don't, but on the 3DS some homebrew apps that doesn't require a real internet connection (like ftp) doesn't work. I tried using FTPD, but it's stuck on Waiting for Wifi, and I tried the eShop/Miiverse which both worked on my Wii U, but not on my 3DS, but it seems that the only thing that works is the microSD management, is there any fix to this?
 
Have you tried to check if the wifi card is inserted correctly? (This means to open your 3DS and check it)
 
Some apps, like ftp or micro sd mgmt, only rely on local internet access. So it makes sense that those can work but some websites do not. Do you have any ip blocking in place, or could try renewing your ip addy, if its not static. If it is static then set dynamic, see if that does the trick. Of course I don't recommend any of this if you are trying to block updates with those methods.

But the FTPD homebrew doesn't work, and I wouldn't know how to change the IP
