Ya thats my question. please answer.
Last time i checked only an older version of CTGP can be played from usb. The newest version of CTGP can't be played from usb due to the creator of CTGP having anti piracy measures so you have to buy the actual game in order to play it.

Oh ya, that is true. I accidentally started it without the disk and it displays the message, "Nice try, but Mario Kart is not in the wii" (Paraphrased)

I guess I'm still on an old version that does support USB loaders, seems the latest one does not.

But looking around, it should be possible with a *neek (sneek/uneek/neek2o) emuNAND to run the game from USB, because *neek emulates the disc drive on a lower level. You will have to set up a *neek emuNAND which is kind of a pain (neek2o is the most up to date one but if you are on a Wii U you only have the option of sneek/uneek), and games have to be stored in a special location and format on your SD card or USB drive (neek2o does support most formats it seems (.wbfs and .iso) but sneek/uneek only supports extracted games, so if you are on a Wii U that's your only choice, but otherwise it should be able to load the games you already have on USB :))

I believe USB Loader GX has a NAND dump option that lets you make a full NAND dump for *neek usage. Some other USB loaders might also have that option.

Once dumped, you will just have to boot a neek2o launcher (through HBC or a forwarder channel) and it will boot into emuNAND, from there you can load the *neek OSD (by pressing 1 in system menu I believe) and select any game you want and load it from the disc channel, or load whatever homebrew you need afterwards (in this case either HBC with the CTGP-R homebrew, or the CTGP-R channel)

At this point you don't really need to use sysNAND or USB loaders anymore. However, you can load USB games from PostLoader from emuNAND if you want a prettier GUI (this won't work for latest CTGP-R of course since it requires a separate homebrew), or you can just reboot to sysNAND whenever you want to play other games. It's best to either stick to sysNAND for everything except CTGP-R, or stick to emuNAND for everything, because saves are stored separately for the two.
You can however set USB Loader GX to save save data to emuNAND, so that you can store all your save data in emuNAND and never actually have to boot into it for anything other than CTGP-R. That seems like a good solution IMO, so you can stick to sysNAND and regular USB Loader GX (I believe Wiiflow supports it as well, not sure about CFG Loader), but keep all your saves and such on the SD card.
And you can move your SD card to another Wii AFAIK and use your emuNAND there, with all your saves and WiiWare/VC games on it, which is a nice feature.

I have set up sneek/uneek before, it wasn't too hard, but I don't remember exactly how I did it. ModMii has a SNEEK option (it's actually neek2o, which is what you want anyway since it's more up to date), that should make it simple for you to get it up and running. Note that ModMii can generate a vanilla NAND for you, but I would recommend dumping your own NAND with a USB loader instead, otherwise it won't have any of your stuff on it (channels, saves)

Also worth noting that only 1.03 has online play. Seems like this is why they decided to encrypt the data in 1.03 so that it must be ran through their launcher (so you can't use Gecko OS or an USB loader to load cheats)

so it is confirmed that this works with neek2o or not? (version 1.03) has anyone tried this?

I wonder if they will ever find a way to get a snapshot of it (1.03) vs just playing 1.02 without the disc, I would prefer not to use the optical drive on my wii if possible... darn..
