Hacking [Question] Flashcards on 3DS firmware

Maybe simple question, but I don't get it. Why some flashcards (I am talking about any flashcard) don't work on some 3DS firmware? I don't understand, why it shouldn't work, if it is running in DS mode. What is blocking it? I hope someone can explain it to me. Thanks.

TWL_FIRM on the 3ds is what controls DS mode, and it can block any cart

When you boot into a DS/DSi game, the TWL_FIRM takes control. It's like a DSi crammed into a 3DS
