Those encryption keys are for if you're using a PC to download the quests directly from Capcom's server. You wont need them.

But I'm also working on a code patch that will allow banned systems to download DLC normally in the game.I've tried to do all of this and I believe I moved the DLC correctly (all I did was copy them from the unbanned 3DS's "quest" folder to the banned 3DS's "quest" folder and import them) because I got a bunch of success messages when I moved the .arc files but the DLC quests aren't showing up in my quest list in game. Any idea what I could have done wrong?

After doing some testing I've found that MHX Data Manager will leak incriminating information to Nintendo when using the "Get Encryption Keys" feature. I've removed this feature and uploaded a new version to my github.
My system has NOT been banned and I've obviously used this feature a ton, so I have a feeling Nintendo wasn't monitoring this information (and if you never used the feature you're good either way). If it has caused anyone to be banned I'm very sorry.
