Hacking Can't play Japanese games. Please help!

Hi, I'm trying to play Japanese games on my New 3DS running CFW. Nothing seems to work. I enabled the region option on Luma, did the whole thing with the .txt files on the locales folder, and I tried this on different games and re-downloaded them to make sure it wasn't an issue with corrupted files. No luck at all. They all crash after a few seconds of loading, and then it goes back to the home screen with an error message. Can anyone help me? I don't know what else to try.

Where did you download them from? You may be missing the seeds for them due to 9.6+ encryption

I downloaded some off the internet as CIA files, and then I just downloaded them again using freeShop. Neither method worked.

It works for like 5 seconds and then freezes. After that, it crashes and goes to the Home screen with a message saying "An error has occurred, forcing the software to close. The system will now restart."

Maybe that game is broken,download it from another source or search for it in freeshop.
