ROM Hack Editing DLC Files?

Hi Guys,
first and foremost please excause me if my question is dumb - i don't know much about the 3ds filesystem and it's editing so i came to you to ask

My Question: is it possible to edit dlc files from another region so that it will work with another?
i really wanted to edit the yo-kai-watch 2 dlc items from the US Version so that they will work within the Pal Region.
I've already installed decrypt9 and the 3dstoolkit "Packhack" and decrypted the .cia file but the encrypted files are WAY beyond my skill to understand.
Which programs may i use to edit these files?

Well, it worked for fire emblem fates, so it might work for other games as well.

You would need to rebuild the dlc similar to what is outlined here there will obviously be different steps and you'd need to change the dlc.rsf to match your game. I cannot promise this would work but it's the best I can offer you.

I think the problem there might be that the game needs to have the code that handles reading the DLC data. If there is no DLC out for a specific region, the code to read DLC data might not even be in the game, and could be provided with an update later.

The DLC is already out - you can edit save files in order to encounter a Dlc only character but it won't let you fight due to missing Dlc Data
I also tried to figure out where fbi put the files from the .cia so i could put them from the us to the Pal Folder but the 3ds file system is really hard to figure out ^^
