You should have backup of every system app before you replace it with another one.

if u delete the health and safety tile and do an update, the system should download and install any missing system tiles. that's assuming u don't have it. I don't have mine either, but I don't care too much about having fbi there. it's just a backup in case I ever need it. the fbi on my old 3ds is so old that it almost looks like dos. lol

Delete the title with FBI (make sure you are viewing NAND only), and then update it. It should show up as the default H&S app.
Titles > Select: Options > Show NAND > FBI > Delete Title
Then go to the System Settings and update it like normal.
