So I was snooping through the Titles of my 3ds When this popped up. Launching it just gives a save data error.

I believe that has something to do with the eShop.

It's the eShop applet.
It's what comes up in 3DS Games/Apps when you're buying DLC or making a purchase within them. It's not supposed to be ran directly, i.e. from FBI.
