I installed a9lh by following 3ds.guide and I backed up my NAND but I can't find NAND.bin on my SD card I only have NANDmin.bin and NANDmin.bin.sha.

NANDmin.bin is just a smaller version of NAND.bin. It's the one the guide tells you to make before downgrading to 2.1.

yeah, i just read 3ds.guide ctrtransfer section and i saw it said

Im on 11.0 FW with old A9LH installation and luma 6.0.1.

I want to sell off my old 3DSXL as OFW and read that I need to use decrypt9 to restore to pre A9.

My question is: can I simply restore off this NANDmin.bin?

I also have FBI installed as H&S, is there a quick method to restore this aswell or will the nandmin.bin restore this too?
