Homebrew How Hard Would An Input Application Be?

How hard would it be to create the wii U equipment of ctroller?An application that runs on the base but exclusively to pump input from gamepad to PC/Linux/osx over LAN. Would Lag Be significant?

PS.If A dev is thinking about making something like this,i'd love to be able to touchscreen as a mousepad!

The hardest part of it would be the network code, I've never written that shit but stuff like caffeine shows it can be done, if someone wants to do it.
